OPINIONS SOUGHT: The draft Protection Order is being consulted on New powers are being considered to tackle begging in Carlisle linked to organised crime groups, as local councillors praise the city’s “sensitive” response to those begging and sleeping rough. Carlisle City Council is currently holding a public consultation on a draft of its new Public Space Protection Order (PSPO), which when in place would provide police and local authority civil enforcement officers the powers to tackle a range of issues related to anti-social behaviour. New additions to the proposed new PSPO, which if adopted will be in place for the next three years, include powers to tackle begging, and to take enforcement action against those who are sleeping rough, if their behaviour “causes or attracts anti-social behaviour”.
