SALEM â With Democrats in the Texas House fleeing the state this week to block a Republican bill curbing voting access, the comparisons with Oregon have been inevitable.
Like Oregon, the minority party in Texas can shut down legislative action by blocking the majority from achieving a two-thirds quorum needed to conduct business. Like Oregon, Texasâ majority party has accused the minority of blocking key priorities and taking a taxpayer-funded vacation, rather than serving their constituents. And like Oregon, lawmakers in the minority have insisted they are doing whatâs right to serve their districts.
One major difference: In Oregon, unlike Texas, it is Democrats who reign supreme. And thatâs made for something of an awkward reckoning.

Group working to get measures on Oregon ballot to prevent lawmaker walkouts KATU Staff
A group is working to get measures on the 2022 ballot that will punish lawmakers who walk out during legislative sessions and use the tactic to shut down the process.
Republicans have walked out of legislative sessions in recent years to deny the state constitutionally mandated quorum that’s required to pass bills and conduct legislative business. Notably, Republicans walked out over the controversial cap-and-trade bill during the 2019 session and again in 2020.

No More Costly Walkouts Coalition said it was filing eight more measures for the November 2022 ballot, bringing its total to 10.

A labor- and Democrat-funded group formed to push back against obstruction tactics used by Republican lawmakers says it’s serious about ending the practice so serious, in fact, it’s preparing a stunning 10 distinct concepts that could appear before Oregon voters next year.
In a press conference Thursday, the No More Costly Walkouts Coalition unveiled eight initiative petitions aimed at penalizing lawmakers who walk away from the Capitol, and limiting their ability to use delay tactics. At the same time, the group announced it has gathered at least 1,000 signatures for two existing proposals, enough to generate ballot language and begin collecting tens of thousands of signatures required to qualify for the November 2022 ballot.
