The Moving Wall has been traversing the United States for more than 36 years after it was first displayed in Tyler, Texas, in October 1984. The visit to Monroe County is sponsored by Veterans in Distress, an organization whose mission is to help veterans facing financial hardships or who have needs that cannot be addressed by other organizations, so that no veteran falls through the cracks.

The victim and two other African American teenagers were in the parking lot of Sterling State Park in Monroe County June 6 when Mouat used a racial slur when telling them they didn’t belong on the beach. according to the criminal complaint filed in the United States District Court for the Eastern District of Michigan.
