Enschede council fined for snooping on citizens via their phones

The Dutch privacy watchdog has fined Enschede local council for tracking its residents using their mobile phones to keep an eye on how busy parts of the city centre are.
In total, the Autoriteit Persoonsgegevens has fined the council €600,000 for using wifi tracking which could be traced back to individuals. This, the watchdog said, put the council in serious violation of European privacy laws.
It is the first time the AP has fined a local authority.
Wifi tracking in itself is not forbidden, AP deputy chairwoman Monique Verdier said. ‘But you’ll have to have pretty good reasons and safeguards,’ she said.

The Dutch Data Protection Authority said that Enschede used sensors to register Wi-Fi signals from phones as a way of establishing how busy it was in the city center. It said that “if you monitor for a longer time which telephone passes which sensor, then counting changes into tracking people.”

The Dutch Data Protection Authority has fined hotel booking website Booking.com €475,000 ($560,000) for reporting a security incident 22 days after it happened, in breach of EU GDPR regulations that dictate that all breaches must be disclosed within 72 hours.
According to a copy of the fine’s text, obtained by
The Record, the fine was imposed for a security breach that took place in December 2018, after hackers gained access to the Booking.com login credentials for employees of 40 hotels in the United Arab Emirates.
At the time, the hackers accessed the Booking.com platform and collected the
details of 4,109 people who booked a hotel room in the UAE via the Dutch company’s site.
