Daylight is just beginning to break over Tarajal beach on Ceuta s southern border with Morocco and about 50 metres out, dozens of heads are bobbing in the water, some in groups, others alone.  All of them are trying to swim to Ceuta, a tiny corner of Europe perched on the northern tip of Africa in the hope of mimicking the success of a record 8,000 migrants who crossed over at the start of the week.
