A Penn Hills man who struck a pedestrian with a vehicle, killing him, will serve at least four years in prison. Surron Burch, 25, was ordered to serve four to eight years in prison followed by three years probation on Monday by Allegheny County Common Pleas Judge Edward J. Borkowski.
