But, mr. Speaker, i am rising right now to strongly state my deep disappointment in a version of the Southeast Arizona Land Exchange act that was included in the National Defense authorization. Heres the National Defense authorization bill, and in here are some land bills. Now, one of the land bills in particular that have been included in here is extremely controversial and it is nongermane and will lead to the destruction of sacred sites for two major tribal nations in our country. And when it does that, when it destroys these sacred sites, it benefits a foreignowned Mining Company with troubling ties to the government of iran. Id like to submit for the record a long list of tribal organizations and other groups who oppose this proposal

Ashton carter to fill a critically important cabinet position, that of secretary of defense. I think we all know that dr. Carter is a dedicate, a distinguished public servant. Hes actually been confirmed twice unanimously to two senior positions in the pentagon. Hes a fourtime recipient of the department of Defense Distinguished Service medal. Hes been awarded the Defense Intelligence medal. I have no doubt that the vote on dr. Carter will be overwhelmingly favorable. That the Defense Department faces important timely, and difficult decisions in the coming months and years they have to learn how best to balance renew our fiscal constraints with not only existing but emerging international challenges.
