EC rejects change of law on by-elections, poll petitions

The Electoral Commission yesterday poked holes in the proposed Constitutional amendments aimed at changing the way election petitions in relation to how Parliamentary elections are handled.
The Private Member’s motion; the Constitutional Amendment Bill No 2, 2020 was tabled in July 2020 by Jinja Municipality East Member of Parliament Paul Mwiru, who argued that the current legal framework of handling petitions is not only time consuming but also costly for many of the aggrieved personnel involved in the litigation process.

Kampala- The government on Tuesday tabled the Fisheries and Aquaculture Bill, 2020, in which it has proposed deterrent punishments for people convicted of committing offenses related to illegal fishing and mismanagement of water bodies.
The Bill, tabled by Government Chief Whip Ruth Nankabirwa on behalf of the Ministry of Agriculture, Animal Industry and Fisheries, seeks to repeal the Fish Act, Cap 197 in order to regulate the fish industry.
In the Bill, that was sent to the Committee on Agriculture, the government is concerned with the use of explosives, poison, undersize nets and other illegal fishing gears to catch fish; pollution of the water bodies, illegal movement of fish and fish products, unlicensed boats, and compromised fisheries officers.

Lawmakers yesterday had no kind words for the Kenyan authorities as Parliament convened to discuss the ban on Uganda’s maize by Kenya.
The lawmakers called Kenya a bully in the East African region and called for a tit-for-tat response to the “unnecessary” ban on Ugandan and Tanzanian products.
They also tasked the government to explain why Uganda should continue to impress the East African Integration efforts when its neighbours are frustrating the Common Market protocol to which member states are signatories.

Cabinet has directed the National Taskforce on Covid-19 to review the remaining standard operating procedures (SOPs) with an aim of lifting the 9pm curfew.

KAMPALA-The National Resistance Movement (NRM) electoral commission chairperson, Mr Tanga Odoi, has castigated the ruling party’s secretariat for frustrating his work.
On February 23, Mr Odoi wrote to President Museveni, the national party chairperson, complaining that the secretariat was withholding Shs1.7b meant for facilitating the party district registrars and their assistants from June to December last year.
“NRM district election officers and their assistants have not been paid their honorarium since last year when they conducted NRM primaries to get flagbearers for the part in the elective positions,” Mr Odoi states in the letter, which is co-signed by his Commissioners, Ms Jane Babiiha Alisemera and Mr John Arimpa Kigyagi.
