i want to speak to the only two panelists but you out rank me. i ll go to you first. what is your view of this both in the way the government should run? you have extensive service in the government and the military piece. is it good for the u.s. military to have policy re-routed like this? just at face value these m l military construction budgets are fought out over five years. to get the first year of funding for what is always a multi-year project. this is an incredibly inefficient way to go about managing the u.s. armed forces, a giant enterprise. more importantly having studied american government, taught american government and served at the highest levels for better part of a decade in washington, we have never seen anything like this. it s unconstitutional to divert money in this manner. maria.

you ve got the military piece. the diplomatic peace. there s a lot that has to come together for that mission to truly be accomplished. in my mind, the only time the mission is going to be accomplished is when the syrian civil war is finished and we re far from that. and yet what he s done is preserved other moves on the chess board. what do you mean? if assad strikes again, they can take out another few facilities. also, if the message was to russia we want let you continue to allow your client state to do this kind of thing, russia respects force and this was the u.s. drawing a red line and then using force. so the question is from the russian side, is just the rhetorical response enough? now do they go to assad and say cool it for a while? you re accomplishing plenty with conventional weapons. my question is how much access is the assad regime going to give the weapons inspectors who are on the ground to that site
i-s-i-l or whatever you want to call it. the military piece of this is going to go back and forth, i suspect, for a very long time because it s undermined by the political factors. you have a shia prime minister who i think wants to do the right thing but is fearful of impoe wurim empowering the sunnis in anbar, and you have an iranian state which has a natural advantage in geaugaography and demagoguery. you have a shia in baghdad that wants to maintain to a shia bridge lidge, so what do you do? how do you build and create a coherent and stable governance
