mourners gathering in branson, missouri to remember the 17 people killed when a tour vote capsized and sank in stormy weather. the official cause of the accident is being investigated by the ntsb. mike tobin has the latest live from missouri. hello, mike. reporter: one thing we ve heard this fiber is that the passengers and crew members on that elevated tour were not wearing life as when the boat capsized. she says the passengers were told they would not leave life vests and describes waves crashing over the vote and to the children and suddenly being in the water. i lost control. i do not have anybody with me. i couldn t see anybody. it felt like i struggled for it felt like a struggle for at least one hour. it was probably ten minutes. reporter: nicole had 11 people on that to a vote and nine of them died.
