Governor Gretchen Whitmer has ordered U.S. and Michigan flags within the State Capitol Complex to be lowered to half-staff on Thursday, March 11 to honor the life and service of former State Sen. John “Jack” Welborn. The flag honors will coincide with his funeral. “Our state is saddened by the loss of former state Senator Jack Welborn,” Governor Whitmer said. “He will be remembered for his years of public service and commitment to serve Michiganders. Ellsworth St. and by virtual video conference conducted via Zoom. In accordance with COVID-19 prevention guidelines, in-person, phone, or virtual video conference appointments will be accepted in an effort to expedite your appeal and eliminate long waits to meet with the Board. Detroiters can appeal property tax values next month Here s how

The city of Detroit is extending its usual timeline for homeowners to initiate the process to appeal their property values by one week. The appeals window is now slated to run from Feb. 1 to Feb. 22.  Property assessment notices for 2021 were scheduled to be mailed Monday, city officials said last week. Detroiters will then have a three-week period known as the assessor s review  to challenge their property value.  Here s a rundown of the process: Detroiters will get a notice by mail, which lists their home s assessment value and the steps involved to make an appeal. If a homeowner would like to challenge the value, they must first appeal to the assessor s review, which takes place between Feb. 1 and Feb. 22.

TREASURY Issued:  January 20, 2021 On November 19, 2020, the Court of Appeals issued its published decision in  Emagine Entertainment, Inc., et. al. v Dep’t of Treasury, Mich App (2020).[1]  Emagine operated movie theaters.  At issue was whether Emagine’s sales of prepackaged candy constituted the taxable sale of prepared food and whether Emagine had collected the sales tax from its customers on those sales for purposes of its refund claim.  As explained further below, the Court of Appeals upheld the Michigan Tax Tribunal, which invalidated part of the Department’s administrative rule that established a standard used to determine when otherwise exempt food is taxed as prepared food based on the seller providing eating utensils to their customers in specific ways. However, the court also upheld the Tribunal’s finding that Emagine had collected the tax from its customers and had not refunded them, therefore, it was not entitled to the refund because it would be u
