OPINION- The Lake County 2022-23 Civil Grand Jury's examination regarding the ongoing recruitment and retention crisis in law enforcement, while well researched, omits a number of factors which may also be contributing factors in why police agencies may be struggling to fill the ranks and retain good cops.
