Greetings, readers: Tennessee looks poised in 2021 to join more than a dozen other U.S. states that no longer require a permit to carry a handgun. In 2008, the U.S. Supreme Court in the District of Columbia v. Heller decision affirmed a personal right to bear arms. Justice Antonin Scalia, in the majority opinion, wrote that the government could still create restrictions for people convicted of felonies and Americans with mental illness, but he made no mention of citizens who cannot see.
