The Lower Elkhorn Natural Resources District Board of Directors met on Thursday night for its regularly scheduled meeting. Fourteen directors were present with member Michael Fleer having an excused absence.
In the face of substantial public outcry and with the potential for litigation for civil rights violations, the Lower Elkhorn Natural Resources District Board of Directors voted 10-3 on Thursday
