An appeals court recently ruled that the measure to expand the convention center passed with a simple majority but judges left open the question of whether it legally qualifies as a citizens' initiative
The state Court of Appeal ruled Friday that Measure C – which called for a hotel tax hike to fund a Convention Center expansion, homeless services and road repairs – passed.
Appellate court rules that the city was within its rights to conclude that the 2020 convention center measure passed with a simple majority, but it left unresolved a key question of whether Measure C was legally a citizens' initiative.
The investigation involves the DA s Office, Pennsylvania State Police, the Cumberland County Sheriff s Department, Hampden Township Police Department and Shippensburg Police Department.
