Cuyahoga County’s independent watchdog files bullying complaint against chair of oversight committee Courtney Astolfi, cleveland.com CLEVELAND, Ohio Cuyahoga County Council has agreed to pay $10,000 for a private lawyer to investigate a bullying complaint filed by Director of Internal Audit Monica Houston against the chairman of the committee that oversees Houston’s department. The lawyer, to be hired by the county prosecutor’s office, will investigate the complaint against Audit Committee Chair Michael Abouserhal, who Houston accused of improperly pressuring her as an independent watchdog of county government. Among other complaints, Houston said she “felt pressured to take action that was contrary to the findings” of an audit done on One Community, a high-speed internet provider named in subpoenas served on the county as part of an ongoing criminal investigation.
