Despite what i think is tremendous leadership on the part of the va and new secretary, its just not working and the people who are delivering that care in the front lines are suffering and whats even more important, the people that they serve are suffering and weve got to have a big bold path forward to fix this. With that i yield back to the chair. Thank you. Mr. Kauffman, youre recognized. We get scope of practice questions here in the congress relative to the veterans administration. I think a lot of these issues have been resolved down at the state level before state legislatures and ive been on both sides of it as a state legislature where i think they are Better Qualified at the state level to make those decisions. They can have hearings and they know that the docs providers within their communities. I guess my question to you is, clearly people that well, my question to you is, what do you think about devolving the scope of practice issues down to reflect whatever the standards

Number one and obviously want to make sure the providers are credentialed and trained to perform those duties within the scope
That as we have this longer term discussion of investment and structure that we do drn that everyone understands that the program, Aviation System and the Grant Program and aviation structure in the United States has always been about achieving twin objectives. First is to have an efficient system that serves the largest number of passengers and second is too provide a level of access to communities throughout the country. And in previous reauthorizations that has always been matter of great debate as you well know between members of congress about how to achieve that balance. That challenge and issue does not go away under any structure, nor does any structure alone deal with what those issues are. What youre raising is a important Public Policy request, where are we going with respect to ensuring a modernization of that system, while at the same time ensuring some level of access. And that debate i think is let me give i was part of building a Great Technology company in montana and
Were about to compromise the Payment System, the electrical grid, you wouldnt say lets kick it to the states. Lets let them handle it. I dont think you would do that. Whatever you do will be helpful, even if directionally. It will be better than what we have now for the sectors that dont have any standard in those states. Miss moy . Right, so i would say a couple of things. One is that consumers are protected right now by the federal trade Commission Section five authority, and the ftc is enforcing that. So there are protections existing for consumers. I think setting a floor and not a ceiling, as ive mentioned before, there is a clear pattern in terms of whats covered, even by the disparate state laws. So as a practical matter, most companies that have to comply with the laws of multiple states are just comply
