The plaintiff, Robert Dunham, who is Black, alleges in his complaint that the town’s actions constituted “intentional discriminatory conduct,” further contending some of the officers who were promoted ahead of him were less qualified. Dunham, who has served on the Hamden Police Department since 2001, per the complaint, declined comment through his attorney.
