there will be a breaking point. reporter: in london, secretary clinton predicted that assad, by shooting his own people, has already doomed himself. it s a matter of time, the secretary said, before the mostly unarmed rebellion rises to depolls the regime. there will be increasingly capable opposition forces. they will, from somewhere, somehow, find the means to defend themselves, as well as begin offensive measures. reporter: in the meantime, here s the agenda in tunisia. a demand from 70 nations, including most of the arab world, that assad allow humanitarian aid into syria starting with the besieged city of homs. the aid would go to agency coordinated by the united nations, not by the regime. then, in the first step of its kind, international approval will go to this group, the syrian national council, an organization mostly in exile but which claims to represent 60 dissident groups in and out of syria. this informal recognition is also a change for the obama adminis
