Luther Charles, 57, of 9A Fountain St. was charged Sunday with disorderly conduct and third-degree assault.
Geva Billings, 62, of 24 N. Fifth Ave., #201, was charged Sunday with breach of peace.
Gershom Renee, 27, of Hartford, was charged Sunday with driving under the influence of alcohol or drugs and improper use of high beams.
