A Seattle judge released an accused shoplifter on his own recognizance for the second time Wednesday despite his extensive criminal history, including at least 18 felony and misdemeanor convictions since 1985, according to a report.
John Ray Lomack was arrested last month after stealing a TV from a Seattle Target. He was released without bail. Lomack was in court again Wednesday and also released without bond.
