Wayne Sanborn, 2-time former city manager of DeLand, dies at 84 Wayne Sanborn, the former city manager of DeLand who was behind some of the city s most notable projects, has died. The 84-year-old, who still resided in the DeLand area, served as the city s manager from 1967 to 1974 and again from 1992 to 1999 when he retired. DeLand Mayor Bob Apgar said his friend of more than 50 years would be greatly missed and remembered for his impact on the city, which named its events and activity center for the former manager. The Wayne G. Sanborn Activity Center, located next to Earl Brown Park, was completed in 2014.
