HE and research face ‘historic watershed’, says council Germany’s Wissenschaftsrat (Council of Science and Humanities or CSH) has issued a policy paper pointing to weaknesses in the country’s higher education and research system which have been highlighted by the coronavirus crisis, and has urgently recommended remedial measures in 10 problematic fields. Referring to the COVID-19 pandemic as a “historic watershed”, the CSH mentions opportunities to “initiate a fundamental resetting of the higher education and research system” and even “prospects for societal change” as a result of the pandemic having “shaken many certainties”. The CSH acts as an advisory body to the federal and state governments, making recommendations on the development of higher education and research.
