That question is the United States constitution. One of the things historians have been asking for generations about the constitution and the civil war era, basic questions as to what degree did the constitution shape the civil war era . To what degree did make political actors do certain things . Constrained them or guide their actions . To what degree did the civil war shape the constitution . Some of this is very clear in the 13th, 14th and 15th amendments which directly changed the constitution but also different views of it.
