Thwarted by London’s approach to affordable housing in new towers, a homeless shelter is going over city council’s head to fight a highrise in Old East Village, a challenge that could spell future trouble for developers.

The Unity Project for Relief of Homelessness, which offers emergency shelter and supportive housing, is appealing council’s decision to approve a 24-storey tower at Dundas and Hewitt streets, taking the case to an Ontario tribunal that rules on land-use disputes.
