Westfield is the only city in Hamilton County that does not have a standalone parks and recreation department, which has stymied opportunities to obtain state and federal funding.
The city used $30,000 from its Grand Park promotional fund for the documentary called “We Field Champions” that was produced by Noblesville-based filmmaker Cameron Sprinkle.
The change in status means voters in 2027 will elect a city clerk and two additional city council members one at-large and another representing a sixth district.
