The Valenzuela City Police Station (VCPS) has released its side regarding the death of an 18-year-old man with special needs and maintained the latter tried to take the gun from one of its police officers.
In a post on its Facebook page Monday night, VCPS said Master Sergeant Christopher Salcedo, the police officer accused of killing, was conducting a raid at an illegal tupada or cockfighting site in Barangay Lingunan on Sunday afternoon when victim Edwin Arnigo, a man with autism, suddenly appeared. By that time, Salcedo was manhandling an apprehended individual.
“Bigla umanong sumulpot si Arnigo at nakipag-agawan sa kanya ng kanyang baril na kaagad pumutok at tumama sa kaliwang tagiliran (Arnigo suddenly appeared and fought over the gun, which eventually fired and hit at his side),” VCPS said.

An 18-year-old man with special needs was shot dead in a supposed scuffle with a police officer in Valenzuela City, Mayor Rex Gatchalian said on Monday.
Based on initial information, Gatchalian said the police officer involved in the incident was among those conducting an operation against illegal tupada or cockfighting in the city.
The incident happened in Barangay Lingunan on Sunday afternoon, Zyan Caina, city’s public information office head, said.
Gatchalian said the incident came after a gun scuffle between the police and the victim. It was not yet clear who initiated it.
“Ang allegation ng pulis, ‘yung young adult na yun, kaagaw ng baril (Police alleged that it was the young adult that was engaged in the scuffle),” he said in DZBB interview, “Gumugulong gulong pa raw sila ng pulis bago magkabarilan (They were rolling on the floor while in scuffle before the shot was fired).”
