No-knock warrants hardly ever used in Fayetteville, Cumberland

Law enforcement officers in Cumberland County seldom execute no-knock warrants, which have become controversial as part of the Black Lives Matter movement, officials said. And when they are used, they are an absolute last resort for reasons such as protecting police officers’ lives. A judge has to first sign off on them, officials added. Some states have signed off on laws banning no-knock warrants, but North Carolina is not one of them. The controversy over no-knock warrants boiled over following the death of Breonna Taylor, an EMT technician in Louisville who was shot to death by police March 13. Taylor was not the main target of the narcotics investigation that prompted Louisville Metro Police officers to enter her home. But officers had a search warrant for her and her apartment that included a “no-knock” provision, meaning that police could enter her house without identifying themselves as law enforcement.

Now more than six months after Floyd s death, the ABC11 I-Team sat down with North Carolina advocates and law enforcement leaders to reflect on the change that s occurred. Many of the sweeping changes advocates called for in the streets, including defunding departments, have not been actualized, however many said foundations are being set for further action in the future. Across central North Carolina, police departments have reviewed their policies, community leaders have heard from advocates and some cities have adopted police advisory boards.

Council delays survey asking residents if Market House should be torn down

And that now won’t likely change until after the new year kicks in. The council is weighing the sensitive topic of whether the Market House, where enslaved people were sold before the Civil War, should be torn down.  Some members of the community say it should not be demolished, as it is a historical building with architectural significance. Others say it needs to be demolished to get rid of a painful period of history. The City Council has said it wants to know what residents want, but its members have differences of opinion about how to get there. The council was hoping to get more answers when it had scheduled a discussion at Monday night’s council meeting about a proposal from a Kansas firm to conduct a community survey.
