Council opts against outright police chokehold ban, defers to policy

After the death of George Floyd in Minnesota last year while in police custody, departments across the country instituted bans on chokeholds and lateral vascular neck restraints. These policy changes included an exception when there is a life-threatening situation for the officers or others. Columbia police first instituted a ban in 2016 and has updated its policy to align with accreditation standards since then. However, this policy still includes the life-threatening exception and is not an outright ban. The topic was brought before the Columbia City Council on Tuesday. A chokehold closes off the windpipe, preventing airflow, while a neck restraint puts pressure on the vein and artery in the neck, closing off blood flow to the brain, which can cause a person to pass out.
