These could have been very ordinary citizens that have been plotting this for a while and there was no suspicion of this. Its fairly easy to get a gun in new zealand. You can buy one for selfdefense purposes but a lot of people do have guns in new zealand. Not on the same scale as the united states. So it wouldnt have necessarily raised alarm bell if somebody was collecting a certain number of firearms. So they could have gone about their daily business of planning this attack, accumulating firearms without raising too many eyebrows in the country.
