Over the last five years, Colin Parent has disclosed almost $700,000 in behested payments donations to charities made at the suggestion, or behest, of an elected or appointed official. All were directed to Circulate San Diego, which Parent has run for years.
Last year, the agency's civilian oversight board sought stricter rules to combat overdoses among incarcerated people advising that everyone be screened for drugs whenever they entered a county jail.
The agency has yet to rule on 16 reforms suggested so far this year, plus another one from late last year, a review by The San Diego Union-Tribune has found.
