Pleasant Hill: Police chief explains decision to disengage

A retired police detective had killing police officers on his mind and wanted to goad them into a firefight that would result in his death and those of officers, the city's police chief said Monday in defending his department's decision initially to "disengage" hours after crisis counselors and a SWAT team came to the scene.
