At least 200 people gathered to watch a historic moment Wednesday evening, as the city’s first African-American mayor took the oath of office on the steps of Alton City Hall. Police closed off part of East Third Street so people could watch as now former City Clerk Mary Boulds swore in Mayor David Goins, City Council members and the city treasurer and clerk.
After the ceremony and a closing prayer by Bread of Life Church Pastor Greg Denton, the elected officials went inside City Hall to conduct their first meeting. Minister Joyce Elliott of Union Baptist Church tells the Big Z she has known Goins most of his life and describes his election as a “giant step.

ALTON Retired Alton Police Chief Jake Simmons has endorsed Dan Herkert for Alton City Clerk.
“Dan Herkert’s broad-based experience in both the public and private sectors will serve residents well in the city clerk’s office,” said Simmons. “His knowledge of government, educational background, and understanding of the state’s public records and open meetings laws will allow for a seamless transition in the clerk’s office.”
Alton City Clerk Mary Boulds is not seeking re-election. Vying for her position on the April 6 ballot are Herkert, Lori Bockhold, Cheryle L. Ingle and Steven Kimbrough Sr.

The third of four candidates vying for the office of Alton City Clerk has reached out to The Big Z to announce her candidacy. Cheryl Ingle is one of four names on the ballot. It is a wide-open race, with incumbent Mary Boulds retiring once her current term is up.
Ingle has worked for the city for 26 years, starting in the Clerk’s office and currently in the Comptroller’s office. She tells The Big Z she sees ways to improve how the office operates, including working more seamlessly with the county and state. Also running for clerk are Dan Herkert, Steven Kimbrough Sr., and Lori Bockholt. Election Day is April 6
