Deference. An agency enjoys, when it interprets its own organic statute, for example, how much deference epa enjoys when it the Clean Air Act at the state levels. That same level of deference has under serious and sustained attack for a long time and and and successful attack and in a lot of states agencies simply do not enjoy deference when they interpret their own organic statutes. And i think thats really really deeply unfortunate and think there is something about the political economy of state of states or state governments as opposed to the federal government that really me less optimistic about about state regulatory apparatuses.
