Ryan Predmore, an attorney who brought the disparity to the attention of the court last month, said he's unsure why the difference is so pronounced compared to other jurisdictions.
The Rochester Police Department never forwarded evidence against a county deputy last year because the witness was considered unreliable. The deputy now faces felony charges for similar conduct.
"It's a complex investigation," Olmsted County Attorney Mark Ostrem said. If the attorney's office charges Connor Bowman, who is accused of fatally poisoning his wife, with first-degree murder, they have 14 days to bring it to a grand jury.
Andre Franklin said he was attacked. Prosecutors charged him with promoting prostitution and, later, sex trafficking after a judge originally threw out several statements made by Franklin.
