Carter County Commission passes 2021-22 Budget, sets property tax rate at $2 03

ELIZABETHTON — Despite a sharply divided disagreement over funding for the Elizabethton/Carter County Animal Shelter on Monday evening, it was mostly smooth sailing for the Carter County Commission in passing a new budget for the 2021-22 fiscal year. The commissioners also passed the certified tax rate of $2.03. That is down from the $2.47 rate passed by the commission last year, before the latest countywide assessment of property but determined by the state comptroller’s office to bring in the same amount of property tax revenue. The only serious controversy during the passage of the new budget was an attempt to reduce the county’s contribution to the animal shelter that is jointly operated by the city and the county. The total contribution to the shelter by the city, county and other means in 2020-21 was $492,000. Several commissioners discussed reducing the total amount to $400,000 by reducing the county’s share, but were not able to gather the 13 votes needed

Carter Highway Committee wants adopt a county road program

ELIZABETHTON — Volunteer groups and service organizations may soon have a chance to adopt a Carter County road to help keep them clean and free of litter. Carter County Highway Superintendent Roger Colbaugh discussed the plan with members of the Highway Committee of the Carter County Commission on Thursday night. Colbaugh said the program would be similar to the one already in operation by the Tennessee Department of Trans-portation. Colbaugh is a former TDOT employee and said he once managed the Adopt a Highway program for five counties for the department. The committee agreed the program could be helpful for the county. Committee Chairman Mark Blevins said county high school students need volunteer hours and this could benefit them as well as the county. Committee member Nancy Brown said that as bad as the litter problem is in Carter County, “this could be a win-win.”

Prevalence of hemp, CBD grows in Wilmington

Businesses selling CBD and other hemp products have popped up around Wilmington in recent years. They sell CBD oil alongside CBD-infused chocolates, gummies, seltzer waters and dog treats. At one downtown Wilmington business, you can even get a CBD facial. CBD is one of more than 110 known cannabinoids that can be extracted from the hemp plant. Federal regulations limit the amount of THC  the chemical that gives marijuana users a high   to 0.3% in hemp products. Despite the prevalence of CBD products inside some local businesses, many North Carolina hemp farmers are still experimenting with the crop as part of the state s pilot program.
