THE JUDGES DID NOT EXPLAIN THEIR DECISION. THE FIRST JUDGE TO HEAR THE CASE SAYS INDIANA LAW REQUIRES THE STATE TO ACCEPT THE BENEFITS OFFERED BY THE FEDERAL GOVERNMENT.
