Balcombe, the president and CEO of the Gaithersburg-Germantown Chamber of Commerce, launched her campaign for District 2 on Thursday morning. District 2 is currently represented by Council Member Craig Rice, who is term-limited and unable to run for his office again. Rice is considering a run for county executive. Balcombe, who lives in Germantown, ran for an at-large seat on the council in 2018. She finished fifth out of 33 candidates in the Democratic primary.
