(Photos courtesy of NBI) December 11, 2020 A 55-YEAR-OLD American fugitive and alleged sex offender was arrested in a joint operation conducted by operatives of the National Bureau of Investigation (NBI)-Central Visayas and Bureau of Immigration (BI) in his house in Barangay San Roque, Ginatilan, Cebu on Thursday afternoon, December 10, 2020.
Special Investigator Maria Contessa Lastimoso, media liaison of the NBI-Central Visayas, said Donald Robert Tyler is the subject of a warrant of arrest dated November 4, 2019 and issued by the Circuit Court of the State of Oregon for Sodomy in the First Degree.
Based on oregonlaws.org, sodomy in the first degree is a Class A felony.

This was the theory of the National Bureau of Investigation (NBI) 7 after its investigators found out that the alleged killers were flown in and out of Cebu despite the strict quarantine protocol brought about by the Covid-19 pandemic.
NBI 7 Director Rennan Augustus Oliva said someone financed the suspects’ transportation.
“Definitely, there is a financier. It is an expensive trip because they came from Luzon,” he said.
Believing Wee’s murder on Nov. 23, 2020, was related to his job, the investigators will determine which case that led the victim to his death, said Oliva, a lawyer.
