they are boxing putin in. and giving him, frankly, an opportunity to de-escalate, to back off of war. the problem is that it s not clear that putin wants that, and it s not clear that he cares what the consequences of war would be. so i think that s why it s not, you know, this would work under a rational actor thinking model in which putin was a rational thinking leader who didn t want the bloodshed, didn t want the isolation on the global stage. but it s possible, also, that putin rejects all of this and does it anyway. because at the end of the day, he knows that the united states, as president biden has said, is not going to intervene to stop a war in ukraine. they re going to punish him afterward and putin may very well get what he wants whether he s isolated on the world stage or not. and one of the things the white house says has been successful is keeping the european allies together and even bringing germany closer together to some of the other
compete, thrive and come back. you know, that s what i want to talk about today. excuse me. this thistoric investment to strength be the region s economy, provide clean drinking water, clean up our economies and provide good-paying jobs. a year ago, when i spoke at a joint session of the congress, i was coming off the podium, platform and marcy came up to me and with all the press and the gallery looking down, handed me a note. a letter. and the commentators, reporters were so curious. what did she hand you? what s in that note? and i said, i can t it ll you. no, but well, if you know marcy, you know what that letter was about. the great lakes. the great lakes. she described the treasure, the treasure the great lakes are. they connect eight states, two nations. they provide more drinking water
