Gavin Newsom’s Behavioral Health Modernization Proposal on children and youth mental health services spending, as there is no funding requirement for children and youth, while suicide rates among Black youth have risen to more than 12 per 100,000 youth in 2020, up from six per 100,000 in 2014.
