Champagne and his peer contributors on the report directly condemn Bill 2, section 231 and the impact it has pulling money away from families in need. “Our provincial government is absorbing federal funding meant to go directly to kids and families affected by CFS,” Champagne said. “This keeps those kids in [CFS] care, and those dollars going into Manitoba’s general revenue.”
