Japanese fisherman uses lessons from 3.11 disaster to clarify ocean evacuation rules

Masata Tsukidate, 53, was the last fisherman in the harbor to evacuate to open sea and escape the wave s powerful force. Tsukidate escaped by the skin of his teeth, and still today his heart aches at the thought of one fellow fisherman who died there; he spoke to him at the port just moments before setting out.
