Major stations like JR Yurakucho Station in Chiyoda Ward were full with commuters heading for work or school, apparently in part because the East Japan Railway Co. (JR East) and major private railway operators reduced train services due to the state of emergency.

The new municipal-level measures include shortened business hour requests for restaurants and bars, but also demand that people refrain from frequenting karaoke spots, which the previous states of emergency had not. Behind these developments lies a shift in the structure of the pandemic: cluster infections are diversifying.
