The change in government means at least five MP seats at the Riigikogu will change hands.
Since the coalition discussions ahead of forming a new administration involve only Reform and the Center Party, the Conservative People s Party of Estonia (EKRE) and Isamaa ministers will no longer be in office. This affects two Isamaa MPs and two from EKRE, the fifth MP being Center s, since outgoing prime minister Jüri Ratas is to return to the Riigikogu.
Those who were elected to the Riigikogu in March 2019 will retake their seats, those who were not, will not.
Government ministers do not sit in the Riigikogu, meaning if they win a seat at the elections and then get appointed to a ministerial post, they have to vacate their seats and the next candidate on that party s electoral list who did not win a seat, takes their place.
Prime minister candidate Kaja Kallas, who is leading coalition negotiations for her Reform Party, said the coalition agreement with Center Party will be general and have more belief in science.
Kaja Kallas said the first day of negotiations saw representatives of the two parties (Reform and Center) agree on general principles and that the coalition agreement will be general, allowing the new government to step into power as fast as possible and to be able to react to changes in the health and economic crisis at hand. Firstly, we will form the coalition on equal basis, decisions will be made by consensus. It is a coalition that is looking toward the future, Kallas said.

Estonia’s candidate for prime minister Kaja Kallas (Reform Party) said at a press conference on Thursday that Reform and Center will try to move quickly as the country find itself in the middle of COVID-19 and economic crises. It has been suggested the two parties have held talks in the past and have the makings of a coalition agreement.
Thursday was full of hurrying and short answers from both the Reform Party and the Centrists. Mailis Reps (Center), Kaja Kallas and Keit Pentus-Rosimannus (both Reform) were in high spirits during a press conference in the Riigikogu, while Minister of Education and Research Jaak Aab (Center) maintained his distance and a more serious demeanor.
