I have read the text of HB 544 carefully, trying to understand its intent and the impact it would have on the health and well-being of New Hampshire citizens. My conclusion: HB 544 insidiously purports to promote racial and gender equality while explicitly banning the difficult conversations needed to make progress toward these important goals. As a retired doctor, I am leery of legislation which might interfere with health care providers’ duty to educate and advise on matters of individual or public health. Any objective discussion of racial equity in health care would rightly include the overwhelming evidence that African Americans and other minorities in the U.S. have shorter life expectancy, excess maternal mortality and more chronic illness than white citizens. Acknowledging these inequities is not the same as assigning blame. It recognizes that American society has made centuries of choices which have led to this result.
