Panama City Beach Lullwater Lake prone to flooding, residents liable

According to City Attorney Amy Meyers, Lullwater Lake was dedicated for the use and benefit of its surrounding property owners and subdivisions. The lake is also still technically owned by Hearn & Curran Inc., a corporation that dissolved in 1982, Meyers said. That is something the Beach confirmed as recently as last September. She added that PCB still shares in the lake s dedication because it owns at least one adjacent parcel of land.  If there was an association, we would be a member of that association by virtue of our lot ownership, so we are the same in that regard, Meyers said.

Panama City Beach Florida homeowners getting flood insurance rate drop

PANAMA CITY BEACH More than 12,000 local households soon will receive about a 25% discount on flood insurance.  According to a city of Panama City Beach news release, the dip was sparked when the city received an improved score on the National Flood Insurance Program Community Rating System a voluntary program run by the Federal Emergency Management Agency that rates communities on a scale of 1-10 and determines flood insurance premiums. The lower the score, the better the rate.  The press release added that the Beach improved from a Class 8 to a Class 5, which will result in more than $450,000 in annual savings for property owners. 

Panama City Beach moves forward on offshore outfall project

PANAMA CITY BEACH Local officials hope to one day use gravity to drain stormwater from the Beach into the Gulf of Mexico.  However, it will be more of a marathon than a sprint, leaders said Thursday during a Panama City Beach City Council meeting.  The council directed the city staff to begin negotiations with a company to draw up the scope and price to install an offshore outfall that would combine stormwater outfalls near Lullwater Lake and the Calypso Resort and Towers. The water then would be transferred underground and deposited more than 1,000 feet into the Gulf.  According to City Manger Tony O Rourke, offshore outfalls have been successful in other areas, including Myrtle Beach, South Carolina; and Virginia Beach, Virginia. The problem is that they re also extremely expensive, ranging from about $12 million to $15 million. Fortunately, Panama City Beach has the right topography for them to work.
