Beginning in 2011, the series of shark attacks that swept through the waters off Réunion Island resulted in 11 deaths, a governmental ban on surfing, and more than one media scrum. A decade later, riding waves there is still largely illegal and the mystery surrounding the rash of attacks, the sense of danger, and the debate about how to address it remain.
