As shown in previous articles, the International Criminal Court’s Trust Fund for Victims has not delivered on its mandate. By 2020, less than 300 victims have received reparations in only one ICC case. Who is to be blamed? The Fund’s management? Their staff? Its Board? The judges? States? NGOs? No one is spared.
