A man set to receive an $8 million settlement after being shot and paralyzed by Cedar Rapids police hopes his case puts new pressure on police and prosecutors to rethink how they use force on the job. Jerime Mitchell, 42, was shot in the neck by Officer Lucas Jones on Nov. 1, 2016. He sued Jones and the city in 2017 for assault, negligence and other claims. Monday s settlement, which requires City Council approval, is believed to be the largest on record for a police misconduct case in Iowa, said attorney Larry Rogers, who represented Mitchell and his wife in the lawsuit. Although the city is expected to settle the civil case, Mitchell continues to criticize what he says was a flawed investigation that resulted in no criminal charges being brought against Jones. In a statement Monday, he called for voters to replace Linn County Attorney Jerry Vander Sanden, who handled the case.
